Why the Chicago bike crash map doesn’t show doorings

The data on the Chicago bike crash map comes from the Illinois Department of Transportation (IDOT) after reports are made to the Chicago Police Department, but it’s missing certain types of crashes. IDOT currently will not collect data about doorings.

Here’s a summary of the process:

1. Police officers make the reports

Chicago police officers collect information on dooring (outlawed by MCC 9-80-035) because of a recent agreement with the Chicago Department of Transportation (CDOT) – the importance of reporting doorings became a bigger priority after someone died after being doored on LaSalle Street in 2008.

When there is a dooring, Chicago police officers use an “Additional Units Form” in addition to SR-1050 (standard reporting form for Illinois motor vehicle crashes) and write “dooring” where the IDOT barcode would be on the Additional Units Form.

2. How the Chicago Police Department records it

When the Chicago Police Records Office sees that there’s no barcode they know they can’t send it to IDOT, but they see “dooring” and scan it for their own records (so they can provide it to crash parties later) and then email that number to the CDOT Bicycle Program. (There was a general order put out by CPD on this procedure and, yes, they actually send them– at least some of them.)

The CPD also knows that doorings, according to IDOT, are not a “reportable” crash. In addition to doorings, IDOT doesn’t consider the following as “reportable” crashes:

  • Any crash in which the first point of impact does not involve a moving motor vehicle.
  • Any non-injury crash which causes less than $1500 in property damage, unless one or more of the drivers was uninsured.

3. CDOT and Chicago Police Department connect

CDOT can then connect to the Police Departments records system, download a scan of the crash report, reads it and enters specifics into a tracking spreadsheet.

This is how dooring data is collected in Chicago because IDOT will throw away reports or attachments without barcodes. This should change. This process affects ALL cities in the State of Illinois but as far as I’m aware, only Chicago records doorings. It’s unfortunate that local agencies are forced to bear this additional task and provide special training for thousands of officers outside of statewide practices because IDOT doesn’t acknowledge the importance of this issue and revise its reporting policy.

Below is the SR-1050 form and you can see the IDOT barcode with the case number below it. The bike and pedestrian crash data I have from IDOT includes those case numbers.

Construction update: Halsted bridge over North Branch Canal

The Chicago Department of Transportation’s (CDOT) contractor*, Walsh Construction (search for them on the City’s contracts website), is hard at work removing the existing bridge on Halsted Street between Goose Island and Division Street (about 1150 N Halsted).

The two-lane bridge with dangerous open metal grate deck will soon be replaced with one that has 4 shared lanes, 2 bike lanes and made with a concrete deck. CDOT has not released any information explaining the widening or how the street north or south of the bridge will be aligned. This is disconcerting as street width and street design are the major factors that determine traffic speed. While the road surface will be improved, especially for those bicycling, the added street width may influence an increase in automobile speeds negating any perceived improvement in safety.

As of Monday, January 24, 2011, parts of both spans of the moveable bridge have been removed and crews were actively removing additional parts of the deck and overhead cross pieces.

The official detour does not invite people bicycling to go any certain way. If people bicycling take the car route, they will be guided onto a narrowed lane over another part of the North Branch Canal on Chicago Avenue (lanes were realigned from two to three – two eastbound, one westbound).

Idea to improve the detour

As the detour exists now over the Chicago Avenue bridge (between Halsted and Kingsbury), there are three narrow shared lanes (two eastbound, one westbound) on an open metal grate bridge. When dry, the bridge is slippery. When wet, the likelihood of falling while bicycling over it increases. I propose that an official detour be created for people bicycling on this route to go on the sidewalk as near to the bridge span as possible. On the eastside of the bridge sidewalks are stairs – build a ramp over each staircase. Allow people to ride their bikes on the sidewalk but install signage to ask them to dismount and yield when people walking are present. For those biking north in the detour (onto Kingsbury), a bike box will be provided at northbound Kingsbury before it crosses Chicago Avenue (so people riding bikes can position themselves in front of the queuing cars). Best ways to present bicycle crash data

I started some preliminary work on my crash reporting tool. I haven’t written any code, but I’ve been working on the logistics of analyzing and presenting the data to the public.

I obtained bicycle crash data for 2009 from the Illinois Department of Transportation’s Division of Traffic Safety. I’m not able to distribute raw data (you’ll have to ask for it yourself) and Illinois statutes prevent me from distributing personally identifying data (but it’s really hard to know what this is). In the meantime, based on Ben Sheldon’s suggestion, I loaded some of the data into a private Google Fusion Table that instantly maps geocoded data (it can also geocode the data for you).

Richard cautions me about way I choose to present data. I need to choose terms and descriptions carefully to avoid misinterpretations. Pete from the Boston Cyclist’s Union recommends against accepting self-reported data. I’ll be taking their advice into consideration as I move forward.

You see in the map (top) that a lot of crashes happen on Milwaukee Avenue (above). That’s where a lot of people ride (over 3,000 in 24 hours in the fall).

I have not begun to review the narrative details in the crash reports. Actually, they’re not very narrative because they’re fixed responses – no free writing allowed. And not every record represents a collision (meaning a crash with at least two parties). Many are self-crashes (is that a legit phrase)?

I’m not sure exactly what story I want the data to tell so it will probably be a while before I make anything public. One of my favorite geographic information books, Making Maps, talks about the endless ways maps can be designed and portrayed and that each tells a different story. It’s best if I know the story (a goal) ahead of time.

Hot off the heels of making my “Can I bring my bike on Metra right now?” web application, I am ready to start on the next great tool*.

I want to create a bicycle crash reporting tool for Chicago (but release the source code for any city’s residents to adopt) along the lines of B-SMaRT for Portlanders and the Boston Cyclist’s Union crash map based on 911 calls.

I’d rather not reinvent the wheel (but I’m very capable of building a new web application based in PHP and MySQL) so I’ve been trying to get in contact with Joe Broach, the creator of B-SMaRT, to get my hands on that source code.

I want the Chicago Crash Collector (please think of a better name) to have both citizen-reported data, and data from police reports. I just sent in my FOIA request for police data to the Chicago Police Department, but I’m not holding my breath for that.

Chicago’s first protected bike lane!

UPDATE 04-28-11: I’ve written new articles about this subject. The first is “Put the first cycle track somewhere else.” Then there’s my list of proposed protected bike lane locations.

Chicago just got its first two-way protected bike lane! And all because of a construction detour for the next 17 months!

I’m sort of joking, but sort of not.

This detour from the Lakefront Trail onto a street for 100 feet should give Chicagoans a taste for what a protected bike lane looks like, until April 2012. You can see it’s quite simple to build: shift traffic over, install K-rail concrete barriers, paint a dividing line. But what’s simple to build is not always simple to implement.

But how can we get a real one constructed?

It’s not for lack of demand. But it could be that our demand for a safer bike lane is not well known.

The Chicago Bicycle Program has “proposed” a buffered bike lane on Wells Street (by merely displaying a rendering of it on the backside of a “public meeting” handout). They have no released any further information about this. It would most likely be paid for with Alderman Reilly’s Menu Program funding. (Each alderman gets $1.3 million annually to spend at their discretion and he spent some of it on new bike lanes on Grand Avenue and Illinois Street.)

Contact the Alderman to let him know you want to be able to bike more safely on Wells Street into downtown. And make sure he and the entire Department of Transportation (CDOT; contact Commissioner Bobby Ware) know that people who ride bikes want to be involved in its design; when it comes to informing the public, CDOT has a lot of room for improvement. They could do this by being more timely in providing project updates, like the status of awarding contracts or starting construction on streetscape projects (the website lists the names and locations, but no other information). A major project missing is the Lawrence Avenue streetscape and road diet between Ashland and Western.

Other streets in Chicago are ripe for protected bike lane similar treatment. Can you suggest some places? I’ll keep a list here where we can debate the pros and cons of each location. Through an educated and data-supported campaign, we can advocate for the best locations at which protected bike lanes should be installed.

Protected bike lanes are all the rage in New York City. They have several miles of buffer and barrier separated bike lanes. Portland, Oregon, also has a diversity of protected bikeways. Minneapolis has several miles of off-street trails going to and through neighborhoods (which is why they’re key to the overall network).
