Why I’m keeping track of Brooklyn’s bike lane drama

A protected bike lane on Prospect Park West in Brooklyn installed by the New York City Department of Transportation in summer 2010 is under attack. Two groups have sued the city in March 2011 over the lane’s installation. The city published a report that indicated that the new bike lane contributed to fewer drivers speeding, a decrease in injuries, and an increase in compliance of the law banning bicycling on the sidewalk.

I have written several articles about the drama, including New Yorkers really want to keep their bike lanes.

Why am I paying attention?

I believe this fight may come to Chicago when the Chicago Department of Transportation starts planning the cycle track to be installed on Stony Island Avenue between 69th and 77th Streets, which may be installed as soon as 2014.

And when the fight does come, I want to know as much as possible about how to defend Chicago’s first cycle track.

The power of the letter

If you want something changed, chances are you’re going to have to write to someone about it.

I wanted a few things changed last year. I first wanted Dominick’s (Safeway) to install a bike rack at their store after they removed the shopping cart gates (which was doing a decent job of serving as bike parking). If you follow the blog, you saw the positive results from my letter to the CEO. When you want something done and you need someone else to do it, the first step is to tell someone (like calling 311 to report a pothole). But even that has its own prerequisites: You have to know what to say and who to say it to.

A friend and I wanted a bike lane “pinch point” removed from Halsted just north of the 16th Street BNSF viaduct that separates University Village and Pilsen. It wasn’t just us who wanted it out, though. We talked to our friends and I talked to some bike shop employees – they were aware of the issue and supported its removal.

It’s in the 25th Ward – my friend lives in the 25th Ward but at the time I lived in the 11th Ward). So he sent a letter explicitly and calmly describing the problem and a proposed solution to Alderman Danny Solis (now in a runoff against Cuahutemoc Morfin), cc’ing Mayor Richard M. Daley, and Ben Gomberg, coordinator of the Bicycle Program.

“Fast” service

The letters were mailed on October 13, 2010. The sign was installed on or before December 13, 2010. The change was felt immediately. Drivers simply stopped parking their cars in the newly created tow zone and the bike lane and this part of Halsted Street became just a little bit more pleasant to use – so thank you, Alderman Solis!

Humboldt Park “do over”

If you, like Alderman Roberto Maldonado (26th Ward), received complaints about speeding traffic and difficulty crossing Humboldt Drive, how would you respond?

The Chicago Department of Transportation (CDOT) responded by temporarily changing “the four-lane street into two travel lanes with a center lane used as a combination left-turn lane and pedestrian refuge area, using orange traffic barrels to keep moving cars out of the center lane.” (All quotes from Vote With Your Feet / Time Out Chicago, by John Greenfield.)

Narrowing the lane could reduce automobile speed and the refuge island should make it easier to cross the street, even if it has to be done in two movements. “After CDOT analyzes the effects on traffic speed and behavior, [CDOT spokesperson Brian] Steele says, the changes may become permanent next year.”

But bicyclists are not considered in this installation. That seems to be by design.

“He [Alderman Maldonado] told me that he has no intention of adding a bicycle lane or any other accouterments on that stretch because ‘the road is too dangerous for pedestrians,’” she says. Lottes recently posted on the local bike website thechainlink.org, asking members to lobby Maldonado for bike lanes on Humboldt. “To me the road seems too dangerous for pedestrians because there are no sidewalks, crosswalks or bike lanes.”

A local resident, Gin, asked me if I could draw up something for Humboldt Drive and I drew what you saw above. I based it on a bike lane design I saw in New York City: two-way, barrier protected (see photo below). The intersections between the bike lane and the other lanes will need special care – I don’t have any expertise there, but I know some people in Portland and New York City who do.

Buffered bike lanes make bicycling easy

UPDATE: With the post you’re reading and this post, I want to show you what a bicycle lane can do! Also clarified definition of buffered and protected bike lanes in second paragraph.

All of this talk about protected bike lanes made me want to watch some videos! Here’s a clip of my friend and I riding on our first ever buffered bike lanes. As seen on Stark Street in downtown Portland, Oregon.

The next video is about Sands Street (over 1 year old now) in New York City that I’ve been raving about for a couple weeks and months now, since riding on it in late August 2010. One half is protected by a concrete wall, and the other half is semi-protected by having raised pavement and a buffer. A bike lane with only a spatial buffer is not considered protected (like in the first video, above).

New Yorkers really want to keep their bike lanes

UPDATE March 21, 2011: Seniors for Safety and Neighbors for Better Bike Lanes have sued the New York City government. Stay up to date with Streetsblog and Brooklyn Spoke. While both are clearly in favor of the protected bike lanes on Prospect Park West, the other news sources (like the daily papers there) are getting decidedly nasty in their reporting. New York City’s Department of Transportation (DOT) installed in early 2010 a two-way bike lane protected by a “floating parking lane” on Prospect Park West, an “arterial” road on the west side of Prospect Park. I rode on this bike lane during my August 2010 visit. It was fantastic.

It’s like riding on an off-street trail – cars won’t be giving you the ol’ right hook.

The only safety consideration is yielding to pedestrians who cross the bike lane. There’s no worry about dooring and little worry about moving cars hitting you.

Pay attention to the pedestrian crossing. Note the painted large pedestrian refuge area.

As you can see in this satellite image from Google Maps (link to map), the current roadway configuration from west to east is:

Parking lane – travel lane – travel lane – parking lane – buffer – bike lane (SB) – bike lane (NB)

Some residents want the bike lane removed. Their rationale is unclear, but it may have something to do with the perceived loss of parking. And being able to speed. The jury’s out on this matter. These residents announced a rally to demand its removal from the overbearing DOT. They specifically name DOT Commissioner Jeanette Sadik-Khan as the sole source of all that is wrong in transportation in New York City. Even the Borough President, Marty Markowitz*, is against it. (Also for irrational reasons.)

So the bike lane opponents showed up to their rally. But 200-300 bike lane supporters came, too (Streetsblog). A neighborhood group researched automobile speeding before and after the bike lane installation and found, post-installation, a drastic reduction of people driving more than 40 MPH.

Us Chicagoans need to borrow some of this pro-bike lane energy to support the Bike Boulevards Now! effort (I haven’t heard anything about this since it began in 2009.)

*From what I’ve read, the office Borough President is a ceremonial position. They get a spot on the Planning Commission board and Panel for Education Policy.
