Two things I don’t like about TIF expenditures in Chicago

I built a map of most Chicago TIF projects that you can filter on the fly. Type in any keyword, alderman’s name, or neighborhood and the map will re-center and zoom to the results.

1. Millions of dollars ($14.4 to be exact) has been or will be given to rich corporations, like Home Depot, to build massive stores with huge roofs and parking lots far away from where people live so everyone has to drive there. It’s highly unlikely they don’t mitigate stormwater runoff (except through temporary storage in a retention pond) or treat any of the water on site, contributing to local flooding and clogged pipes.

According to the project descriptions, property tax payers in these four TIF districts have partially subsidized the construction of over 1,903 car parking spaces and the associated ills of expansive asphalt areas and motorized traffic.

2. A massive subsidy was approved – $96 million – for McCaffery Interests’s Lakeside development on the former U.S. Steel South Works plant to build a mixed-use tower of 250 apartments in an area that has weak transit access and will take decades to fully fill out. We should instead be spending this kind of money building housing in already developed parts of the city (where there’s already amenities, or infrastructure for amenities – the Rezko land comes to mind).

What’s interesting about the Lakeside TIF project approval is that the containing TIF district, “Chicago Lakeside Development Phase 1”, has collected zero property tax revenue because there is no property in it!

There are some projects I like, though. TIF has been used frequently to build affordable housing, housing for seniors, and housing for people who need assistance. 78 out of 380 projects mention the word “affordable”.

The City Hyde Park building, designed by Studio Gang Architects, will have 20% of its residential units designated as “affordable”, for families (of varying sizes) earning up to 60 percent of the area median income. The city standard is 10 percent but developers are also able to pay an “in lieu” fee so they don’t have to build the affordable units and instead can offer those units at market rates.

Other projects have a majority of affordable units.

Why architects should learn OpenStreetMap

I’m teaching OpenStreetMap 101 at the first MaptimeCHI.

Architects will learn that OpenStreetMap can be used as a data source when developing projects and as a basis for designing custom maps in project publications (website, anthology, monograph, client presentations).

This meeting is about getting an introduction to OpenStreetMap and learning to make your first edit in the “Wikipedia of maps”.

Here’s one example where OpenStreetMap could be useful. Let’s say you’re working on a site plan for Willow Creek Church in South Barrington and you need a general layout of the parking lot. 1. You can get it from OpenStreetMap because it’s already there. 2. You can draw it in OpenStreetMap yourself (to benefit all other OSM users) and then extract it as a shapefile.

Smartphones replace cars. Cars become smartphones.

Teens’ smartphone use means they don’t want to drive. Car makers’ solution? Turn cars into smartphones.

The Los Angeles Times reported in March 2013, along with many other outlets, that “fewer 16-year-olds are rushing to get their driver’s licenses today than 30 years ago as smartphones and computers keep adolescents connected to one another.”

Smartphones maintain friendships more than any car can. According to Microsoft researcher Danah Boyd, who’s been interviewing hundreds of teenagers, “Teens aren’t addicted to social media. They’re addicted to each other.” (Plus not every teen needs a car if their friends have one. Where’s Uber for friends? That, or transit or safe cycle infrastructure, would help solve the “I need a ride to work at the mall” issue.)

Driving is on the decline as more people choose to take transit, bike, walk, or work from home (and not unemployment).

What’s a car maker to do?

The first thing a car maker does to fight this (losing) battle is to turn the car into a smartphone. It’s definitely in Intel’s interest, and that’s why they’re promoting the story, but Chevrolet will soon be integrating National Public Radio – better known as NPR – as an in-dash app. It will use the car’s location to find the nearest NPR affiliate. Yeah, my smartphone already does that.

The second thing they do is to market the product differently. Cars? They’re not stuck in traffic*, they’re an accessory to your bicycle. Two of the images used in Intel’s blog post feature bicycles in some way. The first shows a bicycle helmet sitting on a car dashboard. The second shows how everyone who works at a proposed Land Rover dealership is apparently going to bike there, given all the bikes parked at an adjacent shelter.

* I’m looking at you, Nissan marketing staff. Your commercial for the Rogue that shows the mini SUV driving atop a train full of commuters in order to bypass road congestion (and got a lot of flack) is more ridiculous than Cadillac’s commercial showing a car blowing the doors of other cars, while their drivers look on in disbelief, in order to advertise the 400+ horsepower it has (completely impractical for driving in the urban area the commercial showcases).

The easiest place to get on the Bloomingdale Trail now will remain the easiest place. This access point will have three entry points, two of them are ramps. 

I say a decade because that’s how long it will take for all the plants and landscaping on the Bloomingdale Trail elevated park to look like how it appears in these fancy renderings by Michael Van Walkenburg & Associates.

This city now runs on bikes and bees

Bicycling in Chicago is as much about having cheap transportation* as a thing to build new and maintain existing social relationships. And sometimes everything can come together in such an awesome way that you build a freakin’ business on the back of a bicycle.

I also posted about this on Grid Chicago.

Such is the case with many of my friends, including Jana Kinsman and Brandon Gobel. Jana created Bike-A-Bike and got several thousands of “startup” dollars via her Kickstarter. Brandon uses his sweet Bullitt to deliver odds and ends around town. And on April 3, 2012 (and other days), Brandon got to help Jana deliver beehives. They were empty that day but they went out on Wednesday, April 18, 2012, with real, live bees in his Bullitt’s aluminum box.

* I’ve seen a lot of polls ask, “Why do you bike?” and they always have answers I don’t care about. Like, “for fun”, or “for the environment”. Yeah, right. The most significant motivator for why people do anything is how much it costs them. Bicycling is cheap, nearly free. The bus is downright expensive compared to it, and driving a car everywhere (like 60 miles round trip to work) is personal economic suicide.
