Livable cities in Russia

When you blog, you “meet” a lot of interesting people around the world. Russian blogger Vladimir Zlokazov writes LiveStreets in both Russian and English. Although he doesn’t translate everything into English, what he does is high quality and methodically written.

His latest English article is a critique of a developer’s plan for a neighborhood in Yekaterinburg, population 1,293,537.

Academichesky – is promoted by the developer (Renova Stroygroup) as a project that utilizes the most innovative practices in architecture and urban planning. However the first built blocks clearly show that advertisment promises are not always consistent with the reality.

He offers suggestions for curb radius, intersection design, bicycle paths through intersections, appropriate locations for parking spaces (stay off the sidewalk!) and curb cuts. The draw for his particular critique are the beautiful 3D architectural renderings to show the suggested solutions in place.

“In places where pedestrian and bicycle crossings are located afar from the intersections additional measures should be taken to make them clearly visible for motorists. Such as using coloured asphalt for instance.”

Note: The sample size is puny – data was collected from 80,613 housing units in Illinois. I don’t know how many of those were in Chicago (and we have 1,063,047 housing units). The American Community Survey only collects data on transportation modes to work for ages 16 and up.

But we simply have no other data! Maybe the Chicago Metropolitan Agency for Planning can release the Chicago data they collected for the 2008 household travel survey to show us bicycling rates for all trip purposes (they divided the report into counties). The sample size would still be small, but we could compare the work rates to find some support between the datasets.

We should look into how New York City counts bicycling as an additional way to gauge trends in Chicago (it has limitations of geography and area).

They conduct two types of counts. The first is the screenline count for bridges, Staten Island Ferry, the Hudson River Greenway, and all Avenues at 50th Street. They do this three times per year. Then, seven more times a year, they count at the same places (except the Avenues) from April to October.

While this data does not give them information on who cycles in the boroughs, it does give them a good indicator of cycling levels in Manhattan. It also disregards trip purpose, counting everyone going to work, school, or for social activities.

Sidenote: The New York Police Department will begin making monthly statistical reports on bicycle crashes in the city.

Aaron Renn: Ideas about innovation

Note: I originally posted this entry immediately after writing the notes from Aaron’s keynote at the UIC Urban Innovation Symposium, put on by the graduate students in the Urban Planning and Policy Student Assocation or UPPSA. Aaron Renn writes The Urbanophile and works for a management consulting firm.

Aaron is probably best known for his 50 ideas to increase the Chicago Transit Authority (CTA) ridership in an ideas challenge from the Chicago Chamber of Commerce and InnoCentive. (Boo to the Chicago Tribune who removes web pages after awhile.)

The ideas in and of itself don’t make things happens.There are enormous structural barriers to innovate in the world. Most of you inspire not just to have innovative ideas, but to actually change for the better the places you live and work.

Consulting for businesses

Aaron’s career: Doing consulting for clients. “I used to think that people hired consultants because ppl think we’re smart guys. I thought I could use some of my ideas in the company. Nothing happened.”

Why do people and companies really hire consultants?

First off, there’s the tyranny of the organization chart. Everyone is in a box. Everything you do is seen in the box you occupy. What are the odds you will get an audience with the CEO, and then take your idea?

The reason people hire consultants is because they exist outside the organization chart. Innovation occurs in the bottom 95% of the organization chart pyramid. There’s no mechanism to have those ideas bubble up.

If something is untried, unproven, people are afraid to do it cuz they think their career’s on the line. So they bring in the biggest consultant they can find (meaning they have the biggest reputation).

On becoming known

I started my blog 4 years ago. I had no credentials. I started having journalists contact me. They would only paraphrase Aaron’s responses because “You are not authoritative enough to be quoted in my article.”

Only after I won the innovation challenge about the CTA would they start quoting me.

Building ideas for our cities

Aaron gave the audience a metaphor from the Bible of the sower [I missed the exact reference if he gave one]: “Our problem is not enough fertile seeds. It’s a problem of not having enough fertile soil.”

“I think building on assets is a trap. It’s the stuff we did yesterday.” Having a lot of assets to focus on may blind you to the ways you need to think about in order to innovate.

I see cities all the time defending the past. Cities are about people, not buildings. We always talk about building and form, but we don’t think about the people.

It’s very clear they’re talking about the buildings in that neighborhood – you can’t love the neighborhood if you hate the neighbors. Think about the actual human beings your project affects.

“If you don’t know where people are, you can’t lead them somewhere else.”

I like to travel. I like to meet the local bloggers and have them take me around. If I didn’t know [which city I was in], nothing about that building would tell me where I was. I don’t get a strong sense of the place. I think we have to think deeper about our cities. Think about the unique chartacter, history, and vlues of the cities we’re in. A lot of our cities seem kind of the same, and they don’t have that quaint Euro charm.

How can we make our plans, our cities, and our buildings more expressive of where they are? This is in this place and it’s right here. I think Chicago is one city that has done that. “It’s not about creating a sense of place, it’s about creating a sense of this place.”

A better way for bike storage on trains

Look at the photo below and take in all the details about the bicycle’s position and orientation in relation to the vestibule, modesty panel, doors, seating, and aisle. Accommodating bicycles on many of the Chicago Transit Authority’s ‘L’ cars can be a hassle, not only for the bicycle-toting customer, but for the other passengers as well.

This photo shows what I see as the only appropriate location for a bicycle on the Red Line’s 2600-series car.

The passengers may be hit by wheels or handlebars, or have their personal space intruded upon or reduced.

The bicycle owner has the responsibility to ensure they don’t hit or disturb other passengers – to be successful with this on every trip is nearly impossible. Additionally, according to the platform position, the owner will have to move their bicycle to the other side of vestibule to allow access to the doors and aisle. Sometimes other passengers are already standing there, not paying attention, and it can be almost embarrassing to ask them to excuse you and your bicycle.

The 2600-series car in which I rode and took these photographs was built in the 1980s. I think it’s safe to say that the designers and engineers at CTA and Budd Manufacturing didn’t consider the spatial needs of bicycles in the plans. And retrofitting train cars is expensive. Bicycle riders in Chicago “get by” with the current rolling stock. (The train cars with the butterfly doors cannot accommodate wheelchairs or bicycles – there are 2 of these cars on many Blue Line runs.)

But there’s an opportunity to change things because the CTA will be asking Bombardier Transportation for some refinements on the 5000-series cars that the transit agency has been testing on all lines. Now’s our chance to request changes!

If you don’t know of the differences beforehand, you can’t recognize that this is a brand new car with a slightly different exterior design. The interior, however, differs wildly.

The most striking distance is the longitudinal or aisle-facing seats.

Based on the design we’ve all seen, I suggest the CTA and Bombardier make the following changes to better hold bicycles on board:

  1. With signage and markings (on the interior walls and floor), indicate that the space for wheelchairs is a shared space and that passengers with bicycles may also use it. The signage would mention that customers with disabilities always have priority as well as mention the times bicycles are allowed on-board. This change would send a stronger message to all other passengers that bicycle owners also have a priority to use this space and they may be asked to move so a bicycle can fit here.
  2. In an educational and marketing campaign, teach customers about bike-on-board rules, where to place bicycles on the ‘L’, and where and when customers can expect passengers with bicycles.
  3. On or near the train door exterior, use markings to indicate where passengers with bicycles should board. The current system has a sign on one entrance saying, “Limit 2 bicycles this car” (see photo below). The other entrance has no sign. The confusion lies here: Should two bicycles occupy the same space, at one end of the car and only enter through the door with the sign? Or should two bicycles occupy opposite ends of the car and enter through either door? If the former is preferred, the second door could have a sign that says one should enter with their bicycle through the other door.
  4. Install a method or mechanism that can hold a bicycle still. This could be with a hook, a seatbelt, or a “groove” in the floor. In Minneapolis, passengers with bicycles can hang them (see photo below).
  5. Install a light at each door in the car that would pulse to indicate which doors will open at the next platform (left or right). This can help passengers with bicycles know where other customers will be alighting and boarding.

I have some other ideas for the 5000-series cars but not related to bicycling.

Ideas for CTA’s incoming 5000-series train cars

The Chicago Transit Authority (CTA) is not exactly seeking feedback from the public at this time about the Bombardier-built 5000-series train cars it’s testing now. But this is our one chance to make these trains eve better.
  • No beige. This is not the 1980s.
  • The seats shouldn’t define individual spaces if they’re going to be longitudinal. Seat cups mean “If you fit into one, then you fit into one. If you take up 110% the width of one, you now take up two.” But if they were benches like in New York, people would only fill exactly as much space as they take up.
  • The end caps should be a different color plastic, not something intended to look like the aluminum siding from afar, which then up close is clearly nothing more than a plastic approximation. Even without redesigning the endcaps, the dye color being darker and some reflective striping (to make them not vanish into the night if the car has no lighting), would make them look ultra modern.
  • Remove the modesty panels. They serve little purpose in this day and age.
