Can we standardize rules about bikes on trains?

Every transit agency across the United States has different rules about bikes on trains.

I think every bus operator with front bike racks has the same rule: “all day, every day”. But taking your bike on the train is a different story.

In San Francisco, there’re three operators with three sets of rules:

MUNI, a city agency, doesn’t allow bikes on trains, ever. I almost learned about it the hard way. I was returning from downtown on Market Street to my temporary apartment in the Castro District and I took my bike into the MUNI subway. I entered the station without seeing a sign or a staff member that would indicate I couldn’t do this. While walking along the platform, I saw a rules board and noticed no bikes. The trains were not busy, but they’re also not very big. I can see where some people would say, “Oh, I’m new here and I didn’t know”.

But that’s not me. I went upstairs and rode the bike all the way home.

Update May 26, 2011: Streetsblog SF tells us that MUNI will now allow folding bikes on the light rail trains.

BART, a state-controlled transit agency, allows bikes on their trains most of the time. Just not at certain stations, at certain times, and in certain directions. You either memorize these restrictions or carry a brochure.

And BART trains run on broad gauge track making them wider than all other rail transit vehicles in the country. This makes for a lot of space – dedicated space!

Finally, there’s Caltrain, a commuter/regional rail system operated by a joint committee of three transit operators. They seem the least restrictive: every train has a bike car or two, capable of holding about 40, 48, or 96 bikes. “But by the end of 2011, every gallery train set will have two bike cars, allowing for 80 bicycles minimum.” (See last photo.)

In Chicago, the Metra (like Caltrain) and Chicago Transit Authority (CTA, like BART and MUNI) have their own rules that differ from each other and from above.

It’s quite simple to remember the rules of one transit agency, but to be subject to the rules of two or three makes bicycling with rail transit a bit more complicated. The size and design of train cars has a big influence on rule making, but so does politics – the Active Transportation Alliance, né Chicagoland Bicycle Federation, had to lobby the state and the transit agencies here in Chicago to open up their trains to bicycles, and to further liberalize the rules as the agencies became more comfortable.

National or regional planning efforts could ensure that the designs of future or upgraded transit systems follow guidelines that “standardize” the rules of bringing bikes on board. The first step in this direction could be a dialogue between BART and CTA about carrying bicycles onto escalators:

The rule banning bicycles from escalators is expected to be lifted this year. The CTA, and other rail operators, could review BART’s study and come to the same conclusion.

Evidence of “Olympic change” in Rio’s favelas

I have never read Al Jazeera’s English edition until yesterday. I think I saw a post to this article on Twitter; it’s about how construction for the Olympic games in Rio de Janeiro, Rio, Brasil, is already removing parts of the favelas, or hillside shantytowns. The article is quite relevant for me because I wrote last week about how rising ticket prices threaten the egalitarian nature of watching futebol at the Rio’s most famous stadium, the Maracanã. From Al Jazeera:

This week came a series of troubling tales of the bulldozing and cleansing of the favelas, all in the name of “making Brazil ready for the Games”. Hundreds of families from Favela de Metro find themselves living on rubble with nowhere to go after a pitiless housing demolition by Brazilian authorities. By bulldozing homes before families had the chance to find new housing or be “relocated”, the government is in flagrant violation of the most basic concepts of human rights.

As you might expect, residents and planners have different ideas on what it means to remove these homes:

[Eduardo] Freitas doesn’t need a masters from the University of Chicago to understand what is happening. “The World Cup is on its way and they want this area. I think it is inhumane,” he said.

The Rio housing authority says that this is all in the name of “development” and by refurbishing the area, they are offering the favela dwellers, “dignity”.

The same thing has happened all across the United States and is still happening in Chicago. The Chicago Housing Authority, very quickly in the past 10 years, has demolished all of its high-rises (some were converted to condominiums, like Raymond Hilliard Homes at 54 W Cermak, or transferred to different ownership) under the Plan for Transformation. This displaced thousands of residents; some were moved to newly-built multi-flat buildings in specially-designed, mixed-income neighborhoods. But there weren’t enough of these buildings to absorb all of the residents who had to move out of the high-rises. I’m still not clear on where they went.

Why I’m keeping track of Brooklyn’s bike lane drama

A protected bike lane on Prospect Park West in Brooklyn installed by the New York City Department of Transportation in summer 2010 is under attack. Two groups have sued the city in March 2011 over the lane’s installation. The city published a report that indicated that the new bike lane contributed to fewer drivers speeding, a decrease in injuries, and an increase in compliance of the law banning bicycling on the sidewalk.

I have written several articles about the drama, including New Yorkers really want to keep their bike lanes.

Why am I paying attention?

I believe this fight may come to Chicago when the Chicago Department of Transportation starts planning the cycle track to be installed on Stony Island Avenue between 69th and 77th Streets, which may be installed as soon as 2014.

And when the fight does come, I want to know as much as possible about how to defend Chicago’s first cycle track.

Chicago Police responds to my FOIA request about bicycle theft

A Chicago Police (CPD) officer called me this morning to discuss my FOIA request for bike theft data. It was very revealing.

The first problem is that I forgot to ask for a time frame. No big deal, I can tell him over the phone that I want the last three full calendar years.

The second problem is that there’s not a separate code for recording bicycle thefts. It’s recorded under “Simple Theft” and as being under $300 or over $300.

Third problem is that the database front end (the graphical interface that allows officers to search the reporting database) doesn’t allow him to search all of the report narratives for “bike” or “bicycle” and limit the search to “Simple Theft” in a specific time frame. Some report codes allow narrative searching, and some don’t. He said it would be impractical to search all narratives for the words “bike” or “bicycle” because a lot of reports not about theft would appear in the results.

In my last blog on the Chicago Police Department’s FOIA response (for my request about bike crashes), they explained that they don’t have to create records that don’t already exist (like a list of bike thefts). This response is identical, but they called and gave me a better explanation. The officer also said they don’t have the staff resources to spend on collating their records for bicycle theft reports. I understand this.

He also explained that reporting standards at the CPD are guided by the Federal Bureau of Investigation (FBI) in the department’s “Incident Reporting Standards.” In the FBI’s reporting standards, there exists a line item for “bicycle theft” but it’s the same code as “simple theft.” There are separate codes for “credit card theft” and “motor vehicle theft.”

It seems the solution to the problem of obtaining records on bike theft in Chicago is to update the Incident Reporting Standards and include a new code for bike theft reports. At the end of the call, I understood that I was not going to get a list of bike theft dates and times from the police.

For now, Chicagoans should also report their bicycle theft to the Stolen Bike Registry so there’s a publicly available record of theft locations.

More data goodness for Chicago: TIFs, vacant and abandoned buildings

Derek Eder emailed me to tell me about two web applications he created based on Google Fusion Tables and its API (application programming interface, basically a question and answer program for designers and programmers to interact with).

He created searchable/filterable maps for TIF districts (tax increment financing, the Chicago mayor’s pet project bank account) and vacant and abandoned buildings. Both use data straight from the City of Chicago.

Essentially, the web applications work like this (in case you want to build one yourself):

  • Load the data into Google Fusion Tables (this is very easy)
  • Build a custom interface on your own website (not so easy)
  • Hook into the Fusion Tables API to load the data into your custom interface

As for me, I might look into building a custom interface on my website, but right now I’m going to create a pedestrian crash map for Chicago using Polymaps, a Javascript library. I specifically want to use the k-Means Clustering to show crash hotspots. We already know where they are based on a 2007 report from the University of North Carolina – see that map here.

These markings are intended to reduce the number of pedestrian crashes by increasing the walking person’s visibility.
